ROLE
We are looking for an experienced Civil Rights Investigator to support the U.S. Attorney’s Office – District of Vermont (USAO DVT). Your scope of work focuses on assisting with civil rights investigations, conducting public communication intake, formulating investigative plans, and supporting litigation and trial preparation.

RESPONSIBILITIES
I. Investigation Support:
  • Assist with planning and conducting civil rights and related investigations
  • Gather factual information and prepare recommendations for the Civil Rights Program
  • Assist Program attorneys in planning and conducting investigations and ensuing litigation
  • Conduct intake of communication with the public regarding civil rights complaints
  • Refer public inquiries to applicable community resources when appropriate
  • Formulate investigative plans to identify facts and issues in a case
  • Communicate with federal, state, and local officials and other organizations to gather facts and obtain statements
  • Examine documents, data, and other records pertaining to the entity, events, or allegations under investigation
  • Establish and verify relationships among all facts and evidence obtained or presented
  • Review documents and other evidence to identify patterns of operations and determine legal responsibility for violations
  • Monitor, review, and analyze information from multiple sources on a continual basis
  • Identify and disseminate the need for further research, analysis, or investigation to law enforcement agencies and org.
  • Conduct in-depth, face-to-face, and telephonic interviews with witnesses and victims
  • Summarize and synthesize witness statements and related documents
  • Understand and analyze medical, financial, and other reporting information relevant to civil rights enforcement cases
  • Collaborate with AUSAs and supervisory attorneys to determine laws and identify potential violations or causes of action
  • Communicate with other federal agencies and DOJ components regarding lawsuits and attorney assignments
  • Maintain a database of accurate information about case handling and status
  • Assist with pro se litigation by communicating with pro se litigants to gather necessary information
II. Administrative & Technical Support:
  • Use legal software and internet-based applications to provide information and analysis for attorneys and management
  • Plan and manage case files, documents, and databases
  • Draft correspondence and legal documents for attorney review
  • Monitor defendants’ compliance with settlements and consent decrees
  • Recommend appropriate action when deficiencies are identified
  • Assist with trial preparation (e.g., compiling, organizing, indexing evidence, and managing the presentation of exhibits)
  • Prepare narrative summaries, charts, tables, graphs, or other visual aids for trial
  • Devise and improvise methods for meeting investigative goals in an expeditious manner
  • Determine the most effective methods for planning, scheduling, and conducting investigations
  • Identify any resources required for investigations
III. Community & Outreach:
  • Assist with organizing and participating in outreach activities with community and advocacy groups
IV. Reporting & Documentation:
  • Report facts clearly, accurately, and logically both orally and in writing
  • Arrange for secure storage, preservation, organization, and indexing of documentary evidence
  • Perform administrative tasks including copying, mailing, closing files, and maintaining pleadings
BACKGROUND
  • At least one (1) year of professional work experience in the legal field, civil rights field, or related area
  • Proficiency in Microsoft Office applications (Excel, Outlook, Access, PowerPoint)
  • Proficiency in Adobe Acrobat Professional
  • Proficiency in Lexis/Nexis and/or WestLaw
  • Ability to gather, manage, and analyze communication information and records
  • Proficient in using specialized legal software and internet-based applications
  • Excellent written and oral communication skills
  • Strong analytical and investigative skills
EDUCATION
  • Four (4) year undergraduate degree or higher

Specific vision abilities required by this job include the use of computer monitor screens up to 100% of the time.
